1.WHAT IS VNACCS/VCIS

VNACCS/VCIS is an electronic customs system, deployed since April 2014. This is the result of the Japanese government’s aid package to Vietnam. This system includes two small models:

  • Vietnam Automated Cargo Clearance System. This system is used to clear import and export goods.
  • Vietnam Customs Intelligence Information System, also known as VCIS (Vietnam Customs Intelligence Information System).

2.WHAT DOES VNACCS/VCIS HAVE?

The VNACCS/VCIS system has many software. And the department will have a certain interest in each software. In particular, the owner will be interested in the following software:

  • Electronic declaration (e-Declaration);
  • Electronic invoice (e-Invoice);
  • Electronic payment (e-Payment);
  • Electronic C/O (e-C/O);
  • Electronic Manifest (e-Manifest).
  • Meanwhile, the Customs authority will be interested in:

Selectivity;

  • Risk profile/risk criteria management;
  • Import-export enterprise management;
  • Customs clearance and release;
  • Monitoring and control.
  • The automatic goods clearance software is provided free of charge, businesses do not have to buy it and can be downloaded easily on the internet.

Meanwhile, those who have used Thai Son ECUS version 4 software will be upgraded to version 5, called ECUS-VNACCS, for free. By early 2014, Thai Son also provided this version for testing. You can download ECUS5-VNACCS on Thai Son’s website, with instructions included.

A small note is that businesses need to register an account to be able to use the VNACCS/VCIS system for customs clearance. If you do not know, please contact HML Supply Chain for advice and support.

3.ADVANTAGES OF VNACCS

For customs declarants, if properly implemented, this new system will have some outstanding advantages as follows:

  • Fast customs clearance speed (using digital signature): with the Green channel, it only takes 1-3 seconds, meaning that just clicking the mouse will almost give the classification result. With the Yellow or Red channel, of course, the processing time depends on the level of standardization of the dossier and goods
  • Limiting paper documents: thanks to the connection between ministries (when the implementation is completed) through software, documents (for example: state quality inspection) will be sent directly to customs. In addition, with the green channel, you will not need to go to the customs office (because there is no space on the declaration for customs to stamp like before, so there is no need to go to the office)
  • Reducing the number of import and export types: it is expected that the VNACCS/VCIS system will standardize to only about 40 export and import type codes (instead of more than 200 as at present). This will make it easier for customs declarants to look up.
  • No distinction between commercial and non-commercial types: This means that these two types only differ in terms of documents and customs clearance procedures. Currently, non-commercial goods have much more complicated and cumbersome procedures than commercial goods.

4.DISADVANTAGES OF VNACCS

Besides the advantages, VNACCS has some disadvantages for users:

The most obvious disadvantage is that it is more complicated with more criteria to declare. This will cause difficulties for many import-export businesses when there is no specialized department. In these cases, it is necessary to hire a professional delivery service.
