PROCEDURES FOR IMPORTING GRANITE
Import and export activities are increasingly developing, imported goods are increasingly appearing and becoming more popular in the Vietnamese market. However, for some specific goods, there are always certain requirements and regulations if they want to be circulated in the market. Granite is one of the goods that need to be declared as conforming and registered for quality inspection before carrying out import customs procedures.
1. How widely is Granite used?
Granite, also known as granite, is a common intrusive igneous rock with an acidic composition. Granite has a medium to coarse grained structure, when there are larger crystals located prominently in the rock, it is called porphyry or striation structure. Granite is pink to dark gray or even black, depending on the chemical composition and minerals that make up the rock.
Granite includes 1 type: natural granite and artificial granite. Of which, natural stone is used in exterior works because of its large size and low cost. Artificial stone is most suitable for interior works and requires high aesthetics.

- Easy to clean and maintain
Some typical applications of granite:
- Decorating kitchen countertops and sinks
- Exterior decoration, wall cladding
- Used for flooring, stairs, steps
- Decorating stairs and elevators.
- Granite is also used as stone columns, decorative walls, moldings, door sills
2. Procedures for importing granite – Granite
Granite is not on the list of prohibited imports and exports. However, this is also one of the items that need to declare conformity and register for quality inspection before carrying out import customs procedures.
According to Circular 19/2019/TT-BXD of the Ministry of Construction, natural stone tiles, including granite, marble and tiles, are products that must go through procedures for declaring conformity when imported into Vietnam.
Issued together with Circular No. 19/2019/TT-BXD dated December 31, 2019 of the Minister of Construction is the National Technical Regulation on construction materials and products, code QCVN 16:2019/BXD. Based on the Circular and National Technical Regulation, enterprises shall register for goods quality inspection and declare conformity in accordance with regulations.
3. Determine the HS code of imported Granite products.
- Case 1: Granite used for making monuments or building stones, whether or not roughly trimmed or merely cut by sawing or otherwise, into blocks or rectangular slabs (including squares) is in group 25.16.
- HS code: 2516.11.00 – Roughly trimmed or roughly finished products.
- HS code: 2516.12 – Cut by sawing or otherwise, formed into blocks or rectangular slabs.
- Case 2: Natural Granite used for making monuments or building stones, the type that is only cut by sawing, the product has been processed (with a smooth, flat surface) is in group 68.02.
- HS code: 6802.23.00 – Granite
4. Tax policy for imported Granite products
According to regulations, the tax rate that enterprises must pay when importing this type of product is:
- Value added tax (VAT): 10%;
- Import tax rate for Granite: 12%.
Imported Granite will enjoy special preferential tax if it originates from countries that have signed a Free Trade Agreement and the imported goods must meet the prescribed conditions
5. Granite import process
Step 1: Register for sample testing or register for conformity certification at the inspection center
A set of documents to register for sample testing or register for conformity certification at the inspection center. Basically includes:
- A form for registration of conformity of construction materials. The form for registration according to each inspection center): 4 copies (with company stamp, full signature);
- Commercial contract: 1 copy;
- Commercial Invoice: 1 copy;
- Packing List: 1 copy;
- Other certificates such as ISO, quality certificate Product Catalogue, C/O, …;
- Customs declaration (In case you have opened the declaration before registering for conformity certification).
Step 2: Open the import customs declaration and submit the dossier to the Customs authority
After registering for conformity declaration, the enterprise opens the import declaration. The dossier includes:
- Customs declaration
- Commercial invoice
- Packing list
- Bill of lading
- Certificate of origin
- Certificate of conformity issued by the inspection center
- Other documents.
In addition, enterprises submit an official dispatch requesting to bring the goods to the warehouse for sampling and inspection. If the dossier is valid and complete, the Customs will allow to bring the goods to the warehouse. On the other hand, the goods will be requested for consultation and will not be allowed to be brought to the warehouse when the shipment is suspected of declaring the value of the goods.
The enterprise will be transferred according to the instructions when the above process is completed and the final result is available.
Step 3: Bring the sample for testing and receive the certificate of conformity
After the goods are pulled back to the warehouse, the inspection center will send someone to take samples of the product. Usually, 3 samples will be taken for inspection. Enterprises need to pay attention to:
- Prepare samples for the inspection process. When importing, enterprises should import excess to use the excess sample for the inspection procedure;
- While waiting for the sample test results and waiting for the certificate of conformity, enterprises are not allowed to sell goods to the market. In this case, enterprises may be fined when the Market
- Management Team inspects;
- The time to get the inspection results is usually from 5 to 7 working days. When the results are available, enterprises only need to pay money, get the test results or the certificate of conformity according to the form you registered.
The certificate for a sample of goods that the enterprise can use for one year or for each batch depending on the enterprise’s needs and choices.
Step 4: Submit the certificate of conformity and clear the declaration
After receiving the certificate of conformity, the enterprise submits it to the Customs authority and proceeds with customs clearance of the goods.
