Procedures for Importing Electronic Components
1. Legal policies on importing electronic components
– 100% new, unused electronic components are not on the list of prohibited imports. Therefore, the unit can carry out import procedures similar to other regular products.
– For electronic products, used electronic components are on the list of prohibited imports and exports. Therefore, individuals and units cannot import used electronic components for business.
– Conditions for importing electronic components are divided into the following 2 main groups:
+ Electronic components are not on the list of prohibited imports
Units that need to import electronic components for business must meet the following conditions:
First, they must be legally established enterprises, with registered business lines for importing electronic components in accordance with the provisions of law.
Second, the importing unit must carry out import procedures at the customs authority in accordance with the provisions of law (Based on Clause 4, Article 4 of Decree No. 69/2018/ND-CP). In this case, electronic components do not need to apply for an import license.
+ Electronic components related to radio transmission and reception equipment as prescribed in Appendix 1 of Circular No. 12/2018/TT-BCT
For this group of electronic components, the importing unit or enterprise must meet the following conditions:
- The enterprise must be legally established and have registered its business line of importing electronic components;
- The importing enterprise must carry out procedures to apply for an import license for electronic components;
- The importing unit or enterprise must comply with the technical regulations and standards according to QCVN 9:2016/BTTTT; in accordance with radio frequency planning, regulations on radio frequency use, and import purposes.
2. HS codes and import tax rates for electronic components
– Electronic components are extremely diverse with many different types. Therefore, determining the HS code for a product is not simple. To accurately determine the HS code of components, it is necessary to base it on their characteristics and functions. There are electronic components that are assigned a specific code, but there are also components that are assigned according to spare parts and machines. Importers need to rely on the actual shipment to determine the correct HS code.
– To determine the HS code for electronic components, customers and businesses can refer to chapters 84 and 85 of the 2020 import-export tax schedule. Most preferential import tax rates for this item are 0%, VAT is 10%. Below are the HS codes of some electronic components and reference import taxes:

3. Customs procedures for importing electronic components
The unit or enterprise importing electronic components declares customs and submits documents at the Customs Sub-Department where the goods are imported. The customs dossier prepared according to Circular No. 39/2018/TT-BCT includes:
- Customs declaration
- Bill of lading, documents
- Packing list
- Commercial contract
- C/O – Certificate of origin of imported electronic components
- Catalogue of imported electronic components.
