I. LIST OF EXPORTED AND IMPORTED GOODS SUBJECT TO LICENSES AND CONDITIONS UNDER THE MANAGEMENT SCOPE OF THE MINISTRY OF INDUSTRY AND TRADE

III. LIST OF EXPORTED AND IMPORTED GOODS SUBJECT TO LICENSES AND CONDITIONS UNDER THE MANAGEMENT SCOPE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT

1 a) Specimens of endangered wild animals and plants listed in CITES Appendix I not for commercial purposes.

b) Specimens of endangered wild animals and plants from nature listed in CITES Appendix II and III; and specimens of endangered wild animals and plants listed in CITES Appendices originating from breeding, growing, or artificially growing.

1 Veterinary drugs and raw materials for veterinary drug production registered for import into Vietnam for the first time. Test license.
2 Biological, microbiological and chemical products used in veterinary medicine registered for import into Vietnam for the first time. Test license.
3 a) Plant protection drugs not included in the List of Plant Protection Drugs permitted for use in Vietnam for temporary import, re-export or import for production in Vietnam for export purposes under contracts signed with foreign countries;

b) Plant protection drugs for fumigation containing the active ingredient methyl bromide and active ingredients with acute toxicity levels of type I, II according to the Globally Harmonized System of Classification and Labeling of Chemicals (GHS);

c) Plant protection drugs not included in the List of Plant Protection Drugs permitted for use in Vietnam imported for testing for the purpose of registering plant protection drugs;

d) Plant protection drugs not included in the List of Plant Protection Drugs permitted for use in Vietnam imported for testing, research; used in foreign projects in Vietnam; plant protection drugs as samples, goods for exhibitions, fairs and used in some special cases according to the decision of the Minister of Agriculture and Rural Development;

d) Pesticides in the List of pesticides banned from use in Vietnam but imported to be used as standard substances.

4 Animal breeds not on the list permitted for production and trading in Vietnam; insects of all kinds not yet available in Vietnam; semen and embryos of animal breeds imported into Vietnam for the first time. Import license or Testing license, clearly stating the conditions and procedures for granting the license.
5 Plant varieties, living organisms in the field of plant protection and other objects in the list of objects subject to plant quarantine must be analyzed for pest risks before being imported into Vietnam. Import license, clearly stating the conditions and procedures for granting the license.
6 Plant varieties not included in the list of plant varieties permitted for production and trading in Vietnam are imported for research, testing, trial production or imported for the purpose of international cooperation, as samples for exhibitions, as gifts or to implement investment programs and projects. d) Fertilizers as gifts; as samples;

dd) Fertilizers participating in fairs and exhibitions;

e) Fertilizers imported to produce fertilizers for export;

g) Fertilizers used for scientific research;

h) Fertilizers used as raw materials for fertilizer production.
