1 Types of printers that require an import license

Printers that require an import license are classified mainly based on the printing technology of the machine, not on its function. Specifically, the following types of printers must apply for an import license from the Ministry of Information and Communications:

All types of printers: offset, flexo, gravure, letterpress, screen printing (silk)
Color photocopiers, printers with color photocopying function.

2. Entities permitted to import printers

Entities permitted to import printers include:

+ Enterprises with the function of trading and importing and exporting printing products and equipment according to current laws.

+ Printing establishments.

+ Organizations and agencies with legal status are allowed to use printing equipment for internal purposes.

3. The application for a license includes:

a) Application for an import license according to form No. 04 in the appendix of Decree No. 25/2018/ND-CP.

b) Catalogue of each type of printing equipment.

c) Business registration certificate Certified copy:

– For printing establishments: Printing operation license or printing establishment registration declaration that has been confirmed according to regulations.

– For enterprises with the function of importing and exporting printing equipment: One of the following types: Business registration certificate; Enterprise registration certificate; Investment certificate; Tax registration certificate.

– For other agencies and organizations with legal status that are permitted to use printing equipment for internal work: Decision on establishment.

After successfully applying for an import license, the units will submit the license to the customs authority. Then, prepare a set of documents to submit to customs, the purpose of which is to carry out customs clearance procedures for the shipment. The documents include:

• Sales contract,
• Commercial invoice,
• Packing list,
• Bill of Lading,
• Certificate of Origin, etc.
• For customs procedures, enterprises need to prepare and submit customs declarations, completing the obligation to pay import tax. In case the shipment is classified in the red channel, the enterprise needs to check
