1. Export policy

Cinnamon is a product of plant origin, belonging to the category of agricultural products. According to regulations, agricultural products are not on the list of prohibited exports. Therefore, businesses still carry out export procedures for cinnamon products according to the usual process, no different from other products. In the process of handling export procedures for cinnamon anise, export businesses should study a number of circulars and regulatory documents below:

  • Article 9 and Article 10 of Thông tư 33/2014/TT-BNNPTNT  guiding documents and procedures for plant quarantine for export have detailed regulations on necessary procedures.
  • Clause 1 of Article 5 of Circular Thông tư 39/2018/TT-BTC guiding Customs procedures for exported goods also provides detailed instructions on the process of implementing customs procedures for exported goods.
  • Thông tư số 11/2021/TT-BNNPTNT ngày 20/9/2021 replaces thông tư 15/2018/TT-BNNPTNT ngày 29/10/2018. This Circular regulates the HS code table applicable to exported and imported goods under specialized management of the Ministry of Agriculture and Rural Development.
  • Nghị định số 125/2017/NĐ-CP regulates import tariffs and export tariffs of taxable goods.

2. Cinnamon HS code

Cinnamon has a reference HS code of Chapter 09: Group of coffee, tea, Paraguayan tea and spices

Group 0906 – Cinnamon and cinnamon flowers

  • 09061100 – Unground and unground cinnamon and cinnamon flowers
  • 09062000 – Ground and ground cinnamon and cinnamon flowers

5. Steps to carry out cinnamon export procedures are as follows

Step 1: Prepare customs documents

Prepare customs documents according to regulations (including documents such as H-Cargo mentioned above)

Step 2: Register for customs declaration at

  • Customs Branch where the enterprise is headquartered/manufactured.
  • Customs Branch where exported goods are gathered.
  • Customs Branch of export border gate.

Step 3: The customs authority checks the customs declaration

  • If the product/shipment does not meet all conditions, the customs authority will refuse to register the customs declaration and provide the reason to the customs declarant.
  • If declaring on a paper customs declaration, customs officials are responsible for carefully checking the registration conditions in the declaration and other documents in the customs dossier.

Step 4: Stream the declaration

For electronic customs declarations, the decision on classifying declarations and notifications is made by the Director General of the General Department of Customs on the electronic customs data processing system in one of the following forms:

  1. Acceptance of customs declaration information (Green channel): Customs declaration documents are accepted without requiring additional information or inspection except under normal conditions.
  2. Check related documents in customs records (Yellow channel): Documents related to customs records, submitted or presented by customs declarants, will be checked on the National Single Window Portal.
  3. Physical inspection of goods based on document inspection (Red channel): The process of physical inspection of goods will be carried out based on inspection of relevant documents in customs records, by the customs declarant. officials submit or present, on the National Single Window Information Portal.

This helps organizations manage and process information related to electronic customs declarations effectively, complying with procedures and ensuring data accuracy.

Step 5: Customs clearance of cinnamon and anise

The basic procedures for importing and exporting cinnamon anise are similar to those of other commercial commodities.

6. Notes when exporting cinnamon

6.1 Certificate of origin (C/O) when exporting cinnamon

This certificate is not mandatory during the customs clearance process for the shipment. However, buyers can request businesses to make certificates of origin for some markets that have signed trade agreements between the importing country and Vietnam. Therefore, importers can use certificates of origin to get preferential import tax rates. For example, if exporting to Asean markets is form D (certificate of Origin Form D), the Chinese market uses form E, the US market uses form B,…

6.2 Plant quarantine procedures when exporting cinnamon

2-3 days before shipping the cinnamon shipment, businesses need to register plant quarantine for the exported cinnamon shipment with the plant quarantine agency.

– Plant quarantine registration documents when exporting cinnamon include:

  • Application for plant quarantine registration (according to form)
  • Packing List
  • Authorization letter to entrust quarantine procedures (if any)
  • Sample of cinnamon export shipment

– Plant quarantine process is as follows:

Quarantine registration: Exporters submit the export plant quarantine registration dossier to the plant quarantine agency and declare online on the National Single Window Information Portal.

Sampling: Goods owners need to register for quarantine at least 1-2 days before bringing goods to the port. The quarantine agency conducts sampling. Samples can be quarantined at the port or at the factory.

Declare information: Declare information about the shipment to the system to issue a draft certificate.

Add documents and get deed: After checking the information on the draft deed, confirming or correcting it with the quarantine agency, add documents and get the original deed.

Note: The first time the plant quarantine team may return to the facility to check the goods or check at the port. Next time, businesses can transfer goods to the quarantine department for inspection, depending on the business’s choice.

6.3 Some general regulations on cinnamon export standards

According to national standards, cinnamon is divided into many different types, each type will have its own regulations, but in general, cinnamon must meet quality standards in the following criteria: Taste, smell, moisture, ash content , essential oil content, soil and sand sticking to the outside, moss, mold, pests, impurities sticking to the outside.

Cinnamon needs to be stored inside a box lined with cork and the innermost layer lined with moisture-proof paper. The bales are tightly lined and tied with two iron straps or nylon straps. The outside of the package must be clearly and cleanly labeled with paint or indelible ink.
